Russia: Duma's Working Group Drafts New Changes to the Forest Code

Duma's Working Group published (http://www.duma.gov.ru/cnature/workgroups/les/home.shtml) changes they are proposing for the second reading of the Forest Code.

Many of the changes took http://www.forest.ru/eng/publications/trn-forestfires/forestfire.pdf into cosideration suggestions from nongovernmental organizations and forestry experts.
Among the proposed changes are preservation of protective forests (forests of the first category), definition of the minimal requirements for forest management of leased forests, citizen's access to leased forests. Many suggestions have a significant environmental and social impact, especially for settlements dependent on forest use and forestry, and also for territories where forests are important as a recreational resource.
At this point it remains to be hoped for that these changes will be accepted by Duma.
